Jeff Hopper

PRINCIPAL

A native and lifelong resident of Orange County, Jeff attended UNC – Chapel Hill to complete his undergraduate studies in history and economics. As a third-generation builder in Hillsborough, Jeff has navigated Hopper Construction through the successful completion of hundreds of projects, ranging in scope: The metropolitan day spa and salon in RTP; the 1920’s style bungalow seamlessly nestled among Hillsborough Historic District gems; the distinctive French Country estate adjacent to Duke Forest; a local church’s new education wing and sanctuary renovation; the architecturally-precise Greek Revival; recording studio fit for an orchestra; senior center with health clinic; and indoor pool.

Jeff is a PHIUS Certified Builder and a Certified Green Building Professional. He closely focuses on strategies to achieve energy efficiency, indoor air quality, and durability for all of the firm’s projects.

When not coordinating Hopper Construction projects, Jeff is frequently spotted running the trails from Historic Occoneechee Speedway to Gold Park; hiking in our National Parks and beyond; Nordic and downhill skiing; and sampling rock-climbing and ice-climbing with Kelly in the North Carolina mountains and in colder climes. Of Jeff’s many talents, cooking is not one of them, but he always washes the dishes.

Kelly Hopper

PRINCIPAL

Upon graduating from the University of North Carolina – Chapel Hill, earning a BS in Biology, Kelly joined Hopper Construction in 1996 and serves the firm’s clients with management of office support, detailed accounting documentation throughout the construction process, and coordination of specifications, selections, and procurements. As a Certified Aging in Place Specialist, Kelly is adept in advising clients about accessibility and aging-in-place design principles and products.

Outside of Hopper Construction, Kelly often cooks for family and friends. She is learning to play tennis; gaining proficiency in Nordic skiing and snowshoeing; prefers hiking to any other activity; and constantly battles her gardens’ weeds, which invariably involves cursing because the weeds always triumph.

In the past few years, Jeff and Kelly became empty nesters when their daughter ventured to the American west for undergraduate studies. More recently, their son and daughter-in-law welcomed a baby boy; Jeff and Kelly are embracing their newest roles as grandparents.

Luke Mincey

PROJECT SUPERINDENDENT

Hopper Construction benefits from the dedication, steadiness, and breadth of construction knowledge offered by project superintendent Luke Mincey who joined Hopper Construction at the beginning of 2021. Luke holds a BS in Middle Grades Education from UNC Wilmington, where he was a North Carolina Teaching Fellow. He transitioned into the construction industry in 2019 after four years as an educator for Orange County Schools. He is a PHIUS Certified Builder, bringing a passion for architecture and a love of craftsmanship to every project.

Luke was captivated by building early on, tagging along with his father and grandfather, both draftsmen, on visits to construction sites. Those experiences laid the foundation for a deep appreciation of design, structure, and the joy of making things that last.

As a superintendent, Luke focuses on clear communication, efficient scheduling, and strong relationships with trade partners to help bring well-designed homes to life. He’s a firm believer that details matter.

When he’s not on site, you’ll likely find Luke in the outdoors surfing, hiking, or chasing around his two kids (who are significantly faster than he anticipated). He and his wife Anna are raising their family with lots of love, laughter, and just enough chaos to keep things interesting.
